Ban knives.
From the same month as the Batman shooting (and that Bors cartoon):
“Violent crimes on rise in Asia as teen kills 8, wounds 5 in knife attack”
http://www.asiaone.com/News/AsiaOne%2BNews/Crime/Story/A1Story20120804-363359.html
Today, the same day as our own tragic shooting:
“Knife-wielding man injures 22 children in China”
“There have been a series of attacks on schools and schoolchildren around China in recent years, some by people who have lost their jobs or felt left out of the country’s economic boom.”

It’s not clear how disarming an overwhelmingly innocent populace protects them from people with criminal intent.
It keeps happening, and we keep being sad.
